[Reporter Zhong Lihua/Taipei Report]The Legislative Yuan asked the Executive Yuan’s Personnel Office to study a reward or incentive system for civil servants to take full special leave. The Personnel Office said that in addition to encouraging civil servants to plan and arrange their vacations in advance, it will also promote business simplification and reduce workload. At the same time, civil servants will have the opportunity to implement special leave, and at the same time, the feasibility of appropriately increasing the amount of domestic leave subsidy for civil servants beyond the 10 days of leave will be considered.

The Legislative Yuan stated that even if civil servants have more than 14 days of special leave, it is difficult to take it all. According to statistics, the average number of special leaves is only about 10 days per year. In order to protect the rights and interests of civil servants, the General People’s Government is requested to consider how all administrative agencies should fully implement the special leave for civil servants. Only when public agencies take the lead in setting an example for the reward or encouragement system for taking vacations can we improve the workplace environment in our country where people often dare not take or cannot take vacations.

According to a report recently submitted to the Legislative Yuan by the General Office of Personnel, the “Leave Rules for Civil Servants” stipulates that civil servants who are eligible for less than 10 days of leave in the current year should take all of them; those who are eligible for more than 10 days of leave should take at least 10 days of leave. Civil servants should take 10 days off each year and receive a daily subsidy of 1,600 yuan. The total annual subsidy per person is up to 16,000 yuan. They should present their national travel card to the Tourism Administration of the Ministry of Transport or its authorized agency for review and approval in the tourism industry or other industries. Don’t forget to book a special store to provide credit card payment verification subsidies.

In addition, in order to encourage civil servants to take vacations beyond the number of vacation days they should take, starting from the 11th day of vacation, a subsidy of 600 yuan will be paid on a daily basis based on the number of domestic vacation days; if the number is less than 1 day, the subsidy will be paid in proportion to the number of vacation hours.

Regarding the reward or incentive system for civil servants to take full leave of absence, the General Office of Personnel stated that after considering the suggestions put forward by the Ministry of Interior, the Ministry of Education, the Ministry of Economic Affairs, the Ministry of Transportation, the Ministry of Labor, the Financial Supervisory Commission and the Taipei City Government, it plans to implement it in the future. Encourage civil servants to plan and arrange vacations in advance, including agency heads and school principals, and encourage all agencies and schools to promote a pre-scheduled vacation system so that vacation activities can be planned in advance every month or at the beginning of each school year (session). We will also promote business simplification and reduce working hours to increase opportunities for taking vacations.

In addition, the General Office of Personnel stated that it will consider the feasibility of appropriately increasing the amount of domestic leave subsidies for civil servants beyond the 10 days of leave that civil servants should take. In addition to increasing incentives for taking leave, it can also promote domestic consumption and revitalize the domestic tourism industry.
