On the 23rd, the Economic Development Bureau of the Tainan City Government reported to the Assembly on a special project, explaining to the public the current construction progress and development of solar photovoltaics in Tainan City. In response to the KMT group’s questions, city spokesperson Tian Linghu said that the Economic Development Bureau had clarified to the Assembly in the report There are many misunderstandings among the public, and rooftop photovoltaic facilities are the main development direction. High-quality manufacturers are encouraged to install solar photovoltaics to improve public facilities at home and on campus.

At the same time, the Tainan City Government has also strictly implemented regulations and conducted multiple cross-bureau inspections of fishing and electricity cases, creating the first case in the country to abolish the fishing electricity permit. We call on the Kuomintang group to face up to the fact that Taiwan needs green electricity, adopt a responsible attitude towards energy, and increase the city’s energy self-sufficiency rate through renewable energy.

Tian Linghu also cited data provided by the Economic Development Bureau. Tainan actively follows the national energy policy, and its rooftop solar installation capacity has reached 1.7GW, exceeding the total of Tainan and Tainan. The energy independence rate has also increased year by year to 25%. This reflects the city’s efforts to achieve its 2050 net-zero carbon emissions goal and also enhances the resilience of power supply for people’s livelihood.

In particular, Tainan City has become a global center for semiconductor development in recent years, with the per capita electricity consumption growth rate leading the country. It should develop local renewable energy to avoid power supply being affected by international wars and fluctuations in raw materials.

In response to suggestions from all walks of life on energy policy, Nanjing City Government will continue to cooperate with central policies to review relevant laws on a rolling basis, while listening to public opinion, implementing friendly local communication, and promoting cross-bureau cooperation to strictly control and strengthen case audits to prevent illegal cases.

Relevant members are concerned about whether the installation of solar photovoltaic panels will cause ecological environmental pollution. The Municipal Economic and Development Bureau emphasizes “ecology-based, green electricity added value”! The city government will comprehensively implement environmental and social inspections and take into account the development of the ecological environment and renewable energy. In the future, we will actively cooperate with the central government to promote the “Solar Photovoltaic Environmental and Social Inspection Mechanism” and comprehensively implement environmental and social inspection work, taking into account the development of the ecological environment and renewable energy.

As for the symbiosis of fish and electricity, it is based on the spirit of “breeding-based, adding value to green electricity”. It combines existing breeding ponds with green energy facilities without affecting the use of agricultural facilities and agricultural operations. It cannot use existing fertile land. When used as a breeding pond, it not only helps to cope with extreme climate change, but also improves the diversified use of land, allowing fishermen to increase their income from power generation in addition to their original breeding income.

As for whether it affects the habitat of winter migratory birds, according to statistics from the Agriculture Bureau, the number of black-faced spoonbills coming to Taiwan for the winter is increasing year by year (less than 2,000 before 2020, 2,114 in 2021, 2,158 in 2022, and 2,279 in 2023) )

In addition, in order to avoid fishery and electricity symbiosis without the fact of breeding, the Tainan City Government has implemented an inspection mechanism and hired breeding experts to serve as inspection committee members. During the inspection, in addition to asking the operators to provide breeding-related documents (such as seedling import orders, fish transaction orders, and feed orders) and water and electricity bills), stocking quantity declaration form, work record sheet (such as water quality testing, feed feeding, medication records) and cooperate with on-site random inspection to determine whether it is used in accordance with the approved plan and provide guidance for improvement. Taking 2012 as an example, a total of 33 sites were inspected, and 9 sites were not used according to the plan and were not improved within the deadline. The permission has been revoked in accordance with the law to ensure the steady production of aquaculture fisheries.
