The “Ministry of Culture’s Coming of Age Gift” program is designed by the Ministry of Culture to encourage young people in Taiwan to participate in arts and cultural activities and assist in the development of the cultural and creative industries. Each person is given 1,200 “Cultural Currency Points”, with 1 point being worth NT$1. However, Kaohsiung City Councilor Zheng Mengzhen recently pointed out in a business inquiry of the education department that the Cultural Affairs Bureau’s promotion of cultural coins is not effective and the exchange bases show differences between urban and rural areas, and asked the Cultural Affairs Bureau to implement the right to use cultural resources.

Zheng Mengzhen believes that the cultural currency policy has good intentions, but Kaohsiung City’s policy support needs to be strengthened. Taking the cultural currency exchange centers as an example, out of the 38 administrative districts in Kaohsiung City, 8 have no exchange centers, 10 have only one exchange center, and 10 have more than 10 exchange centers, with the highest number being 61. Yancheng District is the exchange base.

Zheng Mengzhen said that just looking at the cultural currency exchange points shows that the Cultural Affairs Bureau is unfriendly in terms of cultural rights. As of mid-March this year, the proportion of cultural currency exchanges was 72.3%, down from 86.8% last year. In addition, the proportion of young people’s consumption of pop music is also too low (only 1%).

Zheng Mengzhen believes that the role of the Cultural Affairs Bureau is too passive and should be more active in promoting supporting activities to stimulate young people to come to Kaohsiung to use cultural coins for consumption. Director of the Cultural Affairs Bureau Wang Wencui also promised on the spot to review cultural currency exchange points, implement cultural equality, and strengthen the use of cultural coins by young friends through supporting activities.

In addition, Zheng Mengzhen also pointed out that the number of visitors to the Dadong Art Center last year has been halved from the 3 million when it opened, leaving 1.23 million people. The number of arts and cultural activities is too low. He asked the Cultural Affairs Bureau to comprehensively consider the marketing strategy of Dadong to attract more people. Performances and public attendance avoid wasting arts and cultural venues with excellent software and hardware equipment.

Finally, Zheng Mengzhen made specific suggestions for the implementation of AI education, science and net-zero education. She compared the E-GAME online learning website developed by the Kaohsiung Education Bureau in 102 and the Taipei Cool Course Cloud Digital Learning established by the Taipei City Education Bureau in 2015. The website reminds the Education Bureau that there is still room for improvement in the development of AI educational resources and teaching materials in terms of the number of users, teaching practicality and course richness.

At the same time, Zheng Mengzhen believes that the space and equipment of the Science and Industry Museum are quite suitable for the development of science and environmental education in primary and secondary schools. He suggests that the Education Bureau and the Science and Industry Museum work together to launch courses and promote their use by primary and secondary schools, and activate the venue resources and educational functions of the Science and Industry Museum. .
