On the 21st, the Kaohsiung City Citizen Supervision and Public Servants Alliance announced the results of the first evaluation of the fourth Kaohsiung City Council members. Three of the ten high-quality council members on the list are new council members, namely Bai Qiaoyin from Zuonan District, Zhang Boyang from Sanmin District and former Jin Tang Yongyu from Xinxing Lingya District. The evaluation unit, Gaodumeng, highly affirmed these three people and encouraged them to continue to work hard and maintain excellent governance qualities.
Chen Mingbin, chairman of the Gaodu League, pointed out that the ten members of the high-quality political committee elected this time are: Bai Qiaoyin, Li Yahui, Qiu Yuxuan, Qiu Junxian, Lin Zhihong, Zhang Boyang, Huang Wenyi, Huang Bolin, Huang Jie, Tang Yongyu (arranged by the strokes of their surnames) ; These ten members actively attended and spoke at general questions, business department questions, committee meetings, and bill reviews, and the content of the questions was also meaningful.
Chen Mingbin said that there are six people on the waiting list this time, and four of them belong to the first category with a total score below the standard or serious neglect of politics. Wu Mingci and Lu Shumei both have evaluation scores below 60. However, Li Qiaoru and Huang Shaoting were seriously neglectful of political affairs, including not speaking during the bill review, not attending the committee, and having zero proposals.

Chen Mingbin mentioned that two members, Tsang Li-yan and Wu Licheng, fall into the second category whose words and deeds violate the authority of members. Former Speaker Zeng Liyan was charged with corruption and other crimes for allegedly fraudulently claiming assistant fees. After the Kaohsiung District Court pronounced her sentence of first instance, Zeng Liyan was sentenced to 12 years in prison and deprived of public power for six years. She can appeal.
Chen Mingbin said that Wu Licheng questioned the Civil Affairs Bureau during a department inquiry on April 26 that all money was spent on gay parades, and even claimed that the low birthrate in Kaohsiung was related to same-sex marriage, which caused an uproar from the outside world. The re-evaluation meeting of this association held that Wu Licheng blatantly made “sexist” remarks in the parliament hall and used them to question the government’s policies. This policy seriously harmed “gender equality” and should be condemned.
Chen Mingbin said that although the attendance of the committee has improved, there are still nine members who did not attend the entire meeting. They are: Li Qiaoru, Song Libin, Wu Mingci, Huang Wenzhi, Huang Shaoting, Chen Meijuan, Zheng Guangfeng, Lu Shumei, and Zeng Liyan.
