City Councilor Huang Shaoting asked the general question on the 21st to strive for high-speed rail to enter the urban area to prosper southern Kaohsiung, fully develop the IC design industry, and drive Kaohsiung’s urban development through transportation and industry.

Councilor Huang Shaoting said that the first priority for urban development is transportation and industry. In terms of transportation, everyone says, “Wherever the road leads, you can develop.” Industry is the key factor that allows Kaohsiung people to make money.
Councilor Huang once again urged that “Kaohsiung needs a second high-speed rail station,” striving for high-speed rail to enter the urban area and prospering southern Kaohsiung. He also asked Deputy Mayor Lin Qinrong whether Kaohsiung needs a second high-speed rail station? Will the entry of high-speed rail into urban areas drive local development like Nangang and Banqiao?

Vice Mayor Lin replied that based on the current land development, Zuoying High-speed Railway Station is sufficient to meet the needs of economic development in the next 20 to 30 years.

Councilor Huang believes that Vice Mayor Lin’s answers are not professional and close to public opinion, and the city government has not conducted relevant polls. He said that former Executive President Su Zhenchang announced in 2008 that the high-speed rail will be extended south to Pingtung, and construction is expected to start in 114. Once construction starts, It’s too late. I hope the city government can fight for it from the central government.

Councilor Huang pointed out based on the results of the 110 Industrial and Commercial Census that the production ratio of Kaohsiung’s electronics industry was only 9%, the lowest among the six cities. Kaohsiung, which is mainly traditional, cannot escape the fate of low wages, and the industry needs to transform. Comparing the annual average wages in Kaohsiung and Tainan, Kaohsiung has the highest salary in the metal manufacturing industry, while Tainan has the highest in the electronic manufacturing industry, accounting for 12% of the employed population. This shows that accelerating the introduction of the electronics industry is very important.

Councilor Huang also said that TSMC’s establishment of a factory in Kaohsiung is no longer a life-saving elixir for the prosperity of Kaohsiung. Last year, the IC manufacturing industry accounted for 78% of the world, and the growth space is limited. The output value of IC packaging and testing is low, and IC design only accounts for 78% of the world’s total. About 20% is the top priority in the future. It is recommended that the city government looks for MediaTek to build the Kaohsiung semiconductor industry chain with “IC in the south and TSMC in the north.”
