As for Guo Zaiqin, although the prosecutor’s investigation found that Guo Zaiqin arranged a meeting with him as an intermediary, it remains unclear whether Guo Zaiqin was involved in the case. Further investigation is still needed, and this part is being investigated separately by prosecutors from the Tainan District Attorney’s Office.

The prosecutor pointed out that in this case, Wutian Company illegally cooperated with others to make profits and obtained the qualifications of Taiwan Power Company to sign a wholesale electric energy sales contract.
