In order to curb the illegal activities of clearing and disposing of waste vehicles across counties and cities, the Tainan City Environmental Protection Bureau implemented a technological law enforcement interception project, using time-lapse photography to target high-risk hot spots. Yesterday, in conjunction with the police, they targeted large vehicles at the Tainan Route 61 interchange. In the interception and investigation project, a total of 7 vehicles were stopped carrying unknown waste soil. It was found that it was from the Bazhangxi River Dredging Project in Chiayi County. However, the drivers failed to provide documentation proving the disposal location and were unwilling to explain the whereabouts of the waste soil. The source of the waste was contacted. The management unit asked him to strengthen inspections to prevent illegal activities. All cases were reported in accordance with the law, and the maximum fine could be up to 300,000 yuan.

The Environmental Protection Bureau pointed out that in the past, illegal transportation and dumping of waste across counties and cities were often found near Provincial Highway 61. Since the area has a large number of fish farms, agricultural land and other undeveloped land, and has the conditions to be used as an alternative road, the intersection is considered to be close to The traffic volume on major roads is relatively high. The Environmental Protection Bureau has promoted a technology-enforced traffic stop project, using time-lapse photography to target high-risk hot spots at each intersection to reduce the manpower burden of inspections, and then arrange to carry out irregular and unscheduled stops and inspections in specific areas. to strengthen monitoring of illegal activities.

According to the provisions of Article 9, Paragraph 1 of the Waste Removal Act, waste and remaining earth and stone removal equipment must carry with the vehicle certification documents indicating the source and disposal location of the waste and remaining earth and rock for inspection. When the Environmental Protection Bureau and the police stopped the vehicles, they found that seven large vehicles carrying sand and gravel were unable to provide on-board certification documents. All of them were reported in accordance with the law and strict measures were taken to prevent illegal dumping.

Mayor Huang Weizhe said that the city has zero tolerance for illegal transportation and disposal across counties and cities. In addition to carrying out hotspot investigations, it has also established cross-regional and cross-bureau offices and jointly with central authorities to establish illegal waste disposal teams to expand the crackdown on environmental crimes. Make every effort to put an end to illegal transportation. In addition, a database of license plates of illegal vehicles will be established. In the near future, an electronic fencing system will be installed to monitor using remote technology. Once an abnormal vehicle is detected, suspected criminals can be quickly identified, environmental crimes can be solved in the shortest time, and all-round prevention can be carried out. To stop illegal collection and disposal, we call on the removal operators to carry documents proving the source of waste with their vehicles so that they can be verified on the spot when stopped and inspected.

Environmental Protection Bureau Director Xu Renze emphasized that we will never be lenient in cracking down on illegal collection and disposal, and the Environmental Protection Bureau’s inspection work will never stop. The technological law enforcement interception project not only jointly intercepts and investigates with the police, but also introduces technological law enforcement strategies and implementations such as time-lapse photography, image analysis, cross-regional joint defense, and AI electronic fencing technology, and cooperates with private patrol teams to establish illegal clearing information network to improve the effectiveness of combating crime.
