Today, 15 people were prosecuted, including former Tainan City Government Economic Development Director Chen Kailing, Lishen Group CEO surnamed Gu, etc. Twelve people were asked to receive harsher sentences, and the indictment was over 600 pages long.

The Southern District Prosecutor’s Office investigated and prosecuted a fraud case commonly known as “Little Erjia” in Tainan City (applying to change the land use category of non-urban land with an area of ​​less than 2 hectares for solar photovoltaic facilities). Among the 15 people prosecuted, 5 were public servants from the central to local governments, and 4 of them were The people were affiliated with the Economic Development Bureau of the Tainan City Government, including former director Chen Kailing, who was imprisoned for accepting sexual entertainment for corruption. The then chief secretary Wang, commissioner surnamed Qiu, and technician surnamed Zhang, and the then team leader surnamed Lin of the Energy Bureau of the Ministry of Economic Affairs were also involved in the case.

The other 10 solar photovoltaic companies involved in the case are all Lisun Group, including the president surnamed Gu who was a consultant to the Executive Yuan, the then general manager of Lisun Energy surnamed Xu, the associate manager surnamed Lin, the manager surnamed Xie, the manager surnamed Ding, and the acting team leader surnamed Li , team leader surnamed Du, commissioner surnamed Zhu, associate manager surnamed Qiu, manager surnamed Zhang and others.

Among the 15 people indicted by the Southern Prosecutor’s Office, only 1 public servant and 2 solar photovoltaic industry operators confessed to the crime and expressed deep remorse, and were requested by the prosecutor to be given a lighter sentence; 12 people, including Chen Kailing and the president surnamed Gu, were all requested to be given a heavier sentence.

During the investigation by the Southern Prosecutor’s Office, Tainan Mayor Huang Weizhe was summoned as a witness to explain the case. The prosecutor believed that there was no positive evidence to identify Huang Weizhe as involved in the case. It remains to be investigated whether former Central Executive Committee member of the Democratic Progressive Party Guo Zaiqin, who arranged for the president surnamed Gu to visit Huang Weizhe and others, is involved in the case.
