Gu Shenghui of Liyang Group and others knew that after August 1, 2020, the small and medium-sized second-class cases applied for in the name of Wutian Company did not comply with the exceptions to the key points of the review operation. In order to obtain approval for the review of small and medium-sized second-class cases, I was not affected by the ban on Xiao Erjia and could continue to submit applications. The application, and it was already in 2010, also does not comply with the later paragraph of the proviso on the key points of the review operation, which states that “the executive Yuan approved the 109 solar photovoltaic 6.5GW compliance plan to be listed and managed before July 31, 2019.” According to the requirements, due to Gu Shenghui’s constant request and pressure, he actually agreed to the proposal and convened a photovoltaic promotion discussion meeting to gradually incorporate the Liyang Group’s demands into the 109-year solar photovoltaic 6.5GW compliance plan. The identification status allows Liyang Group’s application to avoid the more complicated review procedures.

Gu Shenghui, Lin Wenxin, Chen Kailing and others conspired to exchange the original application documents with the Tainan City Economic and Development Bureau and other minor second-class bans with a land use consent letter with an incorrect date. The Tainan City Economic and Development Bureau informed that it has received information on the supplementary land use consent document before July 31, 2020, and will immediately plan the implementation plan for backfilling and backfilling the land use consent document date.

Afterwards, the Energy Bureau held a terrestrial photovoltaic promotion meeting in September and October 2019, led by defendants Lin Wenxin and Chen Kailing, and strongly included Liyang Group’s demands into the review scope of the 6.5GW solar photovoltaic compliance plan in 2019. Within the period, the Liyang Group prepared a “Solar Photovoltaic Facilities Construction Business Plan and Agricultural Land Change Instructions” with a land use consent document with an incorrect date, and submitted the original business plan and agricultural land change instructions to the Tainan City Economic and Development Bureau or another one. Chen Kailing instructs the Tainan City Economic Development Bureau to undertake the civil service to identify Liyang Group’s supplementary information and the business and agricultural reform instructions that have been applied for, all of which are in line with the review status of the 109-year solar photovoltaic 6.5GW compliance plan, and are not subject to small The impact of the 2A ban.
