The prosecutor is investigating a case of suspected embezzlement by a lessee of state-owned non-public land who rented out solar photovoltaic power generation equipment for use. After evidence collection and investigation and six consecutive searches, 15 people were investigated and prosecuted. Cai Zongsheng, chief prosecutor of the Tainan District Prosecutor’s Office Xiangyue, said that by filling in the wrong date, the land use consent form was presented to the Tainan City Economic and Development Bureau, and the original application documents were replaced, so that the defendant surnamed Gu belonged to Sun Photoelectric. The investigation found that Liyang Group conspired with officials from the Department of Energy and former Tainan City Government Economic Development Director Chen Kailing to solve the problem. By circumventing the more complicated review procedures and saving about 8.3 million yuan in expenses required to apply for a development project, the illegal profits from the subsequent installation of solar photovoltaics are as high as more than 9.1 billion yuan.
