The Legislative Yuan held a meeting today (26th). The Democratic Progressive Party Legislative Yuan caucus proposed a bill related to parliamentary reform. The Kuomintang caucus’s version has completed the preliminary review. The DPP caucus hopes to proceed to the second reading, but the Kuomintang caucus expressed opposition and therefore voted. However, the People’s Party group did not participate in the vote. During the repeated vote, DPP legislator Fan Yun ran to the People’s Party general convenor Huang Guochang, hoping that they could participate in the vote. However, Huang was angered and made him roar in the meeting: “I owe You?” Legislative Yuan and meeting chairman Han Kuo-yu called on members, “Please keep order, okay?”

The Legislative Yuan held a session today, and both the blue and green parties mobilized. The Democratic Progressive Party proposed a bill related to congressional reform, which was opposed by the Kuomintang. Wu Siyao, secretary-general of the Democratic Progressive Party, said during the vote that the Kuomintang confiscated the congressional reform. Hong Mengkai, secretary-general of the Kuomintang League, counterattacked, saying that it has not changed for eight years and now it is time to change. Zhuang Ruixiong, secretary-general of the Democratic Progressive Party, was bitter and opposed without any brains. The vote resulted in 51 votes in favor and 53 votes against, and the DPP proposed a repeat vote.

At this time, Green Committee member Fan Yun ran to Huang Guochang and asked him to express his position. Huang got excited and shouted: “Why are you running next to me and yelling? I owe you?”. Wu Siyao covered her ears in front of Huang Guochang, while Ke Jianming, the general convenor of the Democratic Progressive Party, said, “Come out and play ball!” Seeing Huang Guochang furious, Fan Yun came back and seemed to want to explain, while the Democratic Progressive Party legislator Lin Guocheng held Fan back. Huang Guochang continued to roar: “Go and play by yourself, I have nothing to do with you.” Green Committee member Wang Meihui told Fan Yun, “Ignore him and come back.” Green Committee member Shen Boyang also came to break up the fight, and Fan Yun left Huang Guochang’s side. The Democratic Progressive Party proposed changes to the agenda today. There were three proposals in total. The first two proposals were blocked by the Kuomintang by voting against them. The two proposals were that when the Legislative Yuan convenes a secret meeting, it should ensure that the contents of the meeting are not leaked to the public; and that the legislators should hold themselves to the highest standards. Prevent sexual harassment or gender discrimination. Any violation will be sent to the disciplinary committee for punishment. If criminal liability is involved, it should be transferred to the procuratorate for handling according to law. In the third case, the proposal related to the Wildlife Conservation Law was passed without objection from the Kuomintang.
